The “new” world order after the Wall came down promised benevolent globalisation, better democracy and growing prosperity for all. The motor for all of this was supposed to be modern capitalism, which was even touted as having the power to democratise China and the rest of the world. What actually emerged was a new inequality machine that generated a whole array of problems, visible in such manifestations as the Ukraine war and the climate emergency. Dazed and confused mainstream political parties and a spreading loss of confidence in democratic institutions are just as much a consequence as doubt in the Enlightenment.
The time is ripe for a fundamental realignment, says sociologist Wolfgang Streeck (“Zwischen Globalismus und Demokratie”). But how can we realistically rebuild the system of states – in Germany, in Europe, in the World? In the face of so many crises, how can we not only envision, but actually implement modern democratic political systems?
